Ray A. Owens, PhD

Ray A. Owens, PhD

Board of Education, Zone 1

The Rev. Dr. Ray A. Owens is the Pastor of the Metropolitan Baptist Church in Tulsa, OK. During his tenure, the church has more than quadrupled in membership and Sunday attendance. In addition to his parish work, Dr. Owens serves as the Affiliate Assistant Professor of Ethics and Black Church Studies at the Phillips Theological Seminary.

Rick Kibbe

Rick Kibbe

Board of Education, Zone 2

Rick Kibbe graduated from Southwestern Oklahoma State University with a Bachelor’s degree, and a Major Minor in Social Science, in Secondary Education. He completed his Master’s Degree in Secondary Administration from Northwestern Oklahoma State University, and completed his Superintendents certification from Oklahoma State University. Rick has been in education for 34 years, 26 of which have been in administration.

Mark Griffin

Mark Griffin

Board of Education, Zone 3

Elected to the Board of Education in February of 2015, Mark Griffin is continuing his lifelong dedication to serving Tulsa area students. After 32 years at Tulsa Public Schools and Tulsa Tech in instructional, support and administrative roles, Griffin retired from his previous duties at Tulsa Tech in 2014. His professional emphasis has been in educational technology, both using technology to enhance instruction and teaching technology to students.

David Charney

David Charney

Board of Education, Zone 4

David Charney is involved in several civic organizations in the Tulsa area and currently serves Chairman of the Owasso Economic Development Authority and Chairman of the Tulsa County Board of Adjustment. Charney is a past president of Congregation B’nai Emunah and currently serves on its Executive Committee and its Foundation Board.

Danny Hancock

Danny Hancock

Board of Education, Zone 5

Danny Hancock has been part of the commercial plumbing and mechanical industry for over 24 years, and has a total of 27 years in the construction industry. Hancock is a Construction Manager for Cowen Construction, a 120 year old company based in Oklahoma. Hancock is a 1991 graduate of Sand Springs High School and also received a certificate of completion from the plumbing program at Tulsa Tech.

Sharon Whelpley

Sharon Whelpley

Board of Education, Zone 6

Elected to the Board of Education in 2014, Sharon Whelpley brings many years of experience and knowledge to the Tulsa Tech community. After retiring from Tulsa Tech following 12 years of service, Whelpley was elected to the Broken Arrow Public Schools Board of Education, where she provided 20 years of service to help guide a path for student success.

Dr. Jim Baker

Dr. Jim Baker

Board of Education, Zone 7

Dr. Jim Baker manages a dual role in education, both as a long-time and successful marketing education coordinator/instructor for Jenks Public Schools and as the Zone 7 member of the Tulsa Tech Board since 1988. Baker’s background in education serves him well as a board member by providing the perspective of a practitioner in formulating policy-making decisions.
