On June 25, 2012, Dr. Steve Tiger was named Tulsa Tech's Superintendent and CEO. Tulsa Tech is the state's oldest and largest technology center with the misson of education people for success in the workplace. Under the direction of a seven-member board of education, Dr. Tiger leads an organization

Student Affairs

Dr. Robert Franklin joined Tulsa Tech in January 2010. He currently serves as Associate Superintendent for Student Affairs. Robert has been in the education profession since his start as a special education classroom teacher at the Hissom Memorial Center in January 1981. He held teaching and leadership

Dr. Scott Williams is Associate Superintendent of Instruction and Institutional Effectiveness. He came to Tulsa Tech from Riverland Community College in Minnesota, where he served as Chief Workforce Officer, Dean of Academic Affairs, and Dean of the Albert Lea Campus. Russ Hester serves as Associate Superintendent of Operations. This entails providing strategic direction and oversite of the Information Technology, Facilities Management, Marketing, Transportation, Construction, Food Services and Conference Services teams. Russ joined Tulsa Tech

Chief Communications & Economic Development Officer

Tony Heaberlin, APR joined the district in 1989 as a media specialist in the Curriculum and Media department. In 1992, when Tulsa Vo-Tech changed its name to Tulsa Technology Center, he was moved to the newly created Marketing department with the main job task of handling the district’s media relations efforts.

Joanne Lucas, CPA

Chief Financial Officer

Joanne Lucas is the Chief Financial Officer and leads a team that is responsible for budgeting, accounting, cash management, procurement, inventory and warehouse function for the District. Lucas started her career in public accounting as an auditor. She has held various leadership positions in the corporate, non-profit and education sectors

Chief Development & Diversity Officer

Dr. Joyce McClellan serves as Chief Development & Diversity Officer. She joined Tulsa Tech in 2006 as an Oklahoma Bid Assistant Coordinator and has held several leadership positions throughout the District since she was hired. Dr. McClellan was promoted into her current role in 2013.

Pam Winterscheidt is the Chief Human Capital Officer and leads a team of professionals that provide support to the District’s employee-centered systems.
